The Tamilnadu Council for Open and Distance Learning (TCODL) extends an open invitation to educational, vocational, and skill development institutions to join hands under its Institutional Membership Programme (IMP) — a visionary initiative designed to strengthen the network of quality-driven institutions dedicated to the advancement of open and distance learning in India.
Through this programme, TCODL seeks to promote academic innovation, encourage institutional independence, and ensure access to quality education for learners across all social and geographical boundaries.
III. Purpose of the Programme
The Institutional Membership Programme aims to:
- Recognize and empower educational institutions to conduct their own academic or vocational programmes.
- Establish collaborative recognition between the institution and TCODL.
- Encourage innovation and inclusivity in course design and delivery.
- Foster a community of excellence in distance and blended education.
- Promote academic and administrative quality assurance through shared standards and periodic review.
- Eligibility Norms
Institutions seeking TCODL membership must:
- Be a legally registered entity (Trust, Society, Company, or Educational Institution).
- Have a minimum operational history of one year in educational or training services.
- Possess adequate infrastructure, teaching resources, and qualified faculty.
- Offer programmes that are academic, vocational, professional, or skill-based in nature.
- Adhere to ethical practices, transparency, and student welfare principles.
- Categories of Membership

- Duration of Membership
- Three (3) Years from the date of approval.
- Renewal may be sought three months prior to expiry with updated documents and prescribed fees.
- Membership continuation is contingent upon satisfactory performance and adherence to TCODL standards.
VII. How the Programme Works
- Application and Documentation:
Institutions submit a completed Membership Application Form with all required documents and applicable fees. - Evaluation and Scrutiny:
The TCODL Academic Committee reviews the application and may conduct a verification process. - Grant of Membership:
On approval, a Certificate of Institutional Membership with a unique Membership Code is issued. - Academic Operation:
The member institution may conduct its own courses independently while associating academically with TCODL. - Periodic Monitoring:
TCODL reserves the right to conduct annual reviews or audits to ensure adherence to standards. - Collaborative Opportunities:
Members can participate in joint training, digital learning platforms, research initiatives, and seminars conducted by TCODL.
VIII. Fee Structure

- Rights and Privileges of Member Institutions
- Authorization to conduct autonomous or collaborative courses under TCODL recognition.
- Permission to use the “Institutional Member of TCODL” emblem on academic materials and promotional content.
- Access to academic guidance, e-learning resources, and digital platforms.
- Inclusion in TCODL’s official website.
- Eligibility for participation in workshops, research forums, and joint projects.
- Co-certification opportunities for select programmes (as per mutual agreement).
- Responsibilities of Member Institutions
- Maintain academic integrity, transparency, and student welfare.
- Engage qualified teaching personnel and maintain accurate records.
- Submit annual reports and data as required by TCODL.
- Avoid any misuse or unauthorised representation of TCODL’s name, logo, or credentials.
- Ensure timely renewal of membership.
- Termination and Suspension
Membership may be suspended or revoked if:
- The institution violates TCODL’s code of conduct or ethical standards.
- Fees remain unpaid beyond the stipulated period.
- The institution is involved in any fraudulent or misleading activity.
TCODL reserves full authority to revoke membership in such cases without refund.

XIV. CHECKLIST OF REQUIRED DOCUMENTS
Institutions must enclose the following with their application:
- Copy of Registration Certificate (Trust / Society / Company / etc.)
- Copy of PAN Card / GST Registration (if applicable)
- Profile and Vision Statement of the institution
- List of courses conducted and faculty details
- Proof of infrastructure and facilities (photographs, brochure, etc.)
- Copy of last year’s academic report or performance summary
- Payment receipt or proof of fee remittance (Cash/ Demand Draft)
- Any affiliation or recognition certificates (if available)
Incomplete applications may be returned or held pending until compliance with documentation requirements.
